Celebrating Women in Agriculture with USDA Risk Management Agency Administrator, Pat Swanson

This Women's History Month, we continue to recognize the remarkable contributions of women who are shaping agriculture. Among them is Pat Swanson, a trailblazer whose career exemplifies leadership, dedication and innovation in agricultural risk management. As the USDA Risk Management Agency Administrator, Swanson oversees the Federal Crop Insurance Program, a cornerstone of farmer financial stability and resiliency. With over two decades of experience in agriculture ranging from co-owning a crop insurance business to managing her family’s seventh-generation farm in Iowa her impact is felt across the industry.

We had the privilege of speaking with Swanson about her journey in the agriculture industry, the roles she plays and what her work has meant to her. Her story, rooted in public service, advocacy and community engagement, highlights the transformative role women play in ensuring the sustainability of farming and rural development.

What are the roles you play today, and how do they impact the agriculture industry?

I currently serve as the USDA Risk Management Agency Administrator overseeing the Federal Crop Insurance Program which is the backbone of the U.S. agriculture safety net. It protects our farmers from financial losses due to adverse weather and volatile markets.

Why is it meaningful to you to dedicate your time, talents and energy to agriculture?

As a farmer in Iowa and a former crop insurance agent, I know how essential crop insurance is to keep our farmers producing food, fiber and fuel by helping them recover after a loss and giving them access to credit from their bankers.

Reflecting on the past year, what has been the most challenging experience you’ve faced and how did you overcome it?

This role requires me to balance the interests of our farmers, agents, insurance providers and the U.S. taxpayers. This can be a challenge, but I keep the doors of communication open with all of my stakeholders and hope to find the best solutions possible.

What accomplishment in agriculture are you most proud of?

My husband Don and I are most proud that our children have chosen to be a part of our farming operation and to work in ag-related fields. And our young grandchildren love the farm as well!

What networks or communities have been instrumental in your journey, and how have they helped you grow?

For the prior 10 years, I served on the Iowa Soybean Association board where they helped me find my voice to advocate for our farm and farmers. Those leadership skills brought me to Washington, D.C. several times to speak to our Congressional delegation which led to me being appointed to the Federal Crop Insurance board.

How do you continue to build your skills and grow professionally?

Learning! I love to learn and the best way that I have found is through communicating with farmers, agents and our industry.
